Israel follows a prohibitive model: land-based and online casinos are outlawed, and there are no gambling venues within the country. Only two state monopolies are legal — Mifal HaPayis (the national lottery) and Toto (sports betting). Online casinos are not licensed, the authorities seek to restrict access to gambling sites and payments to them, and taking part in illegal gambling carries legal risks. Ideas of legalising casinos in tourist zones such as Eilat are debated from time to time but have not been implemented. The currency is the Israeli new shekel; bank cards and transfers are used.
