Regulation
Iceland maintains a closed market: commercial gambling is prohibited, and only a few non-profit organisations acting under special permits may offer lotteries, sports pools and gaming machines — above all the University of Iceland Lottery and Íslensk Getspá/Getraunir. The basic rules are set out in the Lotteries Act No. 38/2005 and in the General Penal Code of 1940; there is still no supervisory body with powers over the online market. Foreign online casinos receive no licences and in practice are not blocked, which is why in November 2025 the Althing debated creating a single regulator and measures against illegal sites. The currency is the Icelandic krona. Winnings from licensed Icelandic operators are exempt from income tax, while income from foreign sites must be declared. No legal online casino exists in the country.
