Luxembourg follows a restrictive model: the Law of 20 April 1977 prohibits operating games of chance without authorisation, and exceptions exist only for individual concessions. The sole land-based casino is Casino 2000 in Mondorf-les-Bains. Online, only the state-owned National Lottery (Loterie Nationale) works legally: in 2024 it launched the sports-betting platform LoterieSport.lu, while lottery products have long been sold online. Online casino and poker remain outside the law, and the country issues no licences to private operators. In January 2026 Bill No. 8679 was tabled to toughen action against illegal gaming machines; it is seen as the first stage of reforming the 1977 law, with a second stage to address online gaming. The currency is the euro. Private players' winnings are not subject to income tax. The legal online choice is limited to the state operator.
