In Hong Kong gambling is unlawful unless expressly permitted by the Gambling Ordinance (Cap. 148); betting is allowed only with a bookmaker authorised under the Betting Duty Ordinance (Cap. 108). The sole such operator is the Hong Kong Jockey Club: horse racing, football betting and the Mark Six lottery, including online. A 2002 amendment expressly criminalised betting with unauthorised bookmakers, including offshore and internet ones, so online casinos and foreign books are outside the law. A betting duty amendment passed in September 2025 would have introduced basketball betting, but in April 2026 the government deferred it. Policy sits with the Home and Youth Affairs Bureau, and the Ping Wo Fund funds prevention. The currency is the Hong Kong dollar; credit betting is banned, duty is paid by the operator, and players' winnings are not taxed. Only Jockey Club products are lawful.
