Regulation
Sri Lanka has moved to a single gambling regime. The Gambling Regulatory Authority Act No. 17 of 2025 came into force on 1 December 2025, repealing the earlier gaming and horse-race betting ordinances and the Casino Business (Regulation) Act No. 17 of 2010. The Gambling Regulatory Authority (GRA) under the Ministry of Finance licenses casinos, betting, cruise-ship and offshore venues and online play. Land-based casinos are legal: around seven operate, including City of Dreams in Colombo Port City, whose casino opened in August 2025. Since September 2025 the levy on operators' gross collections has risen from 15% to 18%, and casino entry for citizens from 50 to 100 dollars. The currency is the Sri Lankan rupee. Online play is lawful only under a GRA licence: in August 2026 the telecoms regulator TRCSL blocked 24 unlicensed sites on the GRA's notice, so the licensee register is the guide.
