The framework rests on the Prevention of Gambling Act, 1977 (XXVIII of 1977), which descends from the colonial Public Gambling Act of 1867, together with the provincial Prevention of Gambling Ordinances of 1978 in Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan. The ban is also grounded in Islamic law, under which wagering (maysir) is impermissible. There is no licensing regime for online casinos or betting and no legal operators. The Pakistan Telecommunication Authority blocks gambling sites and apps, the Federal Investigation Agency traces payments, and cases involving internet platforms are pursued under the Prevention of Electronic Crimes Act 2016 (PECA). The currency is the Pakistani rupee. With no legal market, the taxation of winnings is unregulated, and playing with offshore operators carries legal risk.
