Gambling is entirely prohibited in Saudi Arabia. There is no dedicated gambling statute: sharia applies, under which wagering (maysir) is impermissible. For internet platforms the Anti-Cyber Crime Law, issued by Royal Decree No. M/17 of 1428 AH (2007), applies: its Article 6 forbids producing, publishing and promoting gambling-related material that violates public morals, and provides for up to five years' imprisonment and a fine of up to 3 million riyals. There are no licensed operators, casinos, lotteries or legal betting in the country; horse races, including the Saudi Cup, are run without wagering. The Communications, Space and Technology Commission (CST) blocks gambling websites. The currency is the Saudi riyal. No legal market exists, and taking part in online gambling exposes a person to criminal liability.
