Regulation
Ghana regulates the sector under the Gaming Act 2006 (Act 721), with oversight by the Gaming Commission of Ghana. The Commission issues licences in five classes: casinos, sports betting (land-based and online), route operations, promotional gaming, and mobile or interactive gaming. Online casino play and online sports betting are both permitted with the appropriate licence, but they are separate categories — a betting licence alone does not allow an operator to offer casino games. Land-based casinos are legal and supervised by the Commission. The currency is the Ghanaian cedi, and the main deposit and withdrawal method is mobile money, above all MTN Mobile Money. Operators pay 20% of gross gaming revenue, while the former 10% withholding tax on player winnings was repealed in 2025. Players should check which licence class an operator holds.
