Casinos by licence
A licence does not make a casino honest by itself, but it settles three practical things: whether there is an address to send a complaint to, whether the operator must keep player money separate from its own, and whether anyone audits the random number generator. The regulators below are grouped by strictness — from those that vet owners and accounts down to those where a licence amounts to registering a company.
A regulator gets its own page once at least 3 casinos in the catalogue hold its licence: a shortlist of one card duplicates a review instead of answering a query. The rest are listed here with their casino count but have no address of their own.
Strict regulators
They vet owners, financial statements and player-protection mechanisms: EU states, the UK, US states, Ontario.
Moderate regulators
Oversight exists but is lighter than in Europe: there is a body to complain to, without the depth of EU requirements.
Soft regulators
Effectively a business registration: such a licence carries no real player protection.
