The GGL is the joint gambling authority of the German states, based in Halle, and since 2023 the single body enforcing the 2021 German State Treaty on gambling. Whether an operator is legal in Germany takes one step to establish: it is either on the GGL whitelist or it has no German permit — a seal on the website proves nothing. The whitelist is split by game type: sports betting, virtual slot machines, online poker, horse racing, lotteries. One detail explains why German operators barely offer live tables: online versions of roulette, blackjack and baccarat are not licensed by the GGL at all but by the individual states — Bavaria runs a state-owned offering, Schleswig-Holstein has issued four private concessions, and North Rhine-Westphalia passed a law but has issued none.
