In Estonia gambling licences are handled not by a dedicated commission but by the Tax and Customs Board — an unusual arrangement, yet the requirements are European: owner vetting, gambling tax, a duty to provide player protection. The Board publishes a list of legal operators and, alongside it, a list of blocked sites that target Estonian players without a permit — the other half of the picture, which almost no regulator provides. The procedure is simpler and cheaper than Malta’s, so small brands hold this licence too; it should not be read as a sign of an operator’s size. Like any national licence, outside Estonia it gives neither protection nor a body to complain to.

This regulator keeps an open public register. Look up the licence number from the casino footer, then confirm that the legal entity in the register matches the one named in the terms of service and that the status is active. The regulator logo proves nothing: an image is easy to copy.
